The Kefas Youth Enterprise Fund: A Transformative Model of Inclusive Governance and Why Dr. Agbu Kefas Stands Apart
On 20th August 2026, His Excellency, Dr. Agbu Kefas, Governor of Taraba State, formally flagged off the Kefas Youth Enterprise Fund through the Taraba State Youth Development Agency. In the first phase, hundreds of carefully selected young entrepreneurs received N500,000 in seed capital drawn from an initial N500 million allocation.
At the same event, the Governor announced an immediate scale-up of the fund to N1 billion for the next phase to reach more young people across the state.
This is not another routine “empowerment” exercise. It is a deliberate, structured, data-driven intervention that demonstrates a rare quality in Nigerian politics: a governor who treats youth development as a core governance priority rather than a seasonal campaign talking point.
How the Programme Touches Lives
Unemployment and underemployment remain among the most pressing challenges facing young Tarabans. Many possess skills, existing micro-businesses, or viable ideas but lack the modest capital needed to expand, hire, or stabilise operations. By targeting young entrepreneurs who already have businesses on the ground, the Fund injects working capital that can immediately increase productivity, stock, equipment, or market reach.
Each N500,000 grant is intended as seed capital capable of generating further employment — turning recipients into job creators rather than perpetual job seekers.
Selection was drawn from a database of more than 1,600 registered entrepreneurs and deliberately spread across all 180 council wards of the state. This geographic equity matters. It ensures that young people in remote communities, not only those in Jalingo or major towns, have a realistic chance of access.
When a young person in a rural ward can grow a trading enterprise, a farm-related business, or a service outfit, the entire community feels the difference.
Institutional Foundations, Not Ad-Hoc Giveaways
What distinguishes this initiative is the institutional architecture behind it. Governor Kefas established the Taraba State Youth Development Agency as a dedicated body, separate from sports, precisely so that youth issues receive focused attention and professional management. A biometric youth database and profiling system was launched earlier to move away from opaque, politically captured lists toward credible, verifiable data.
Why Dr. Agbu Kefas Is Exceptional and Why Comparison Falls Short
In the political landscape of Taraba State and wider Nigeria, many leaders announce youth schemes. Few build the institutions, the data systems, the transparent selection criteria, the training component, the monitoring framework, and then personally flag off the first phase while immediately expanding the financial envelope.
Fewer still do so while simultaneously advancing free and compulsory education, major infrastructure projects, agricultural modernisation, and security improvements.
Dr. Kefas’s approach reflects a consistent philosophy: young people are not a demographic to be managed or mobilised only at election time; they are the central asset on which the future of the state depends.
The Kefas Youth Enterprise Fund is therefore more than a financial intervention. It is evidence of a governor who understands that the most effective politics is the politics of delivery, quiet, systematic, inclusive, and focused on human capital. Taraba’s young people are being given tools, not just talk. That is the measure of exceptional leadership, and it is why Dr. Agbu Kefas currently occupies a category of his own in the state’s recent political history.
