Taraba Moves to Boost IGR as TIRS Introduces Quarterly MDA Revenue Scorecard

The Taraba State Internal Revenue Service, TIRS, has introduced a quarterly revenue performance review for Ministries, Departments and Agencies, MDAs, as part of efforts to strengthen internally generated revenue, improve accountability and enhance the management of public resources in the state.
The maiden Quarterly Revenue Performance Review, held at the Dr. Agbu Kefas Conference Hall, TIRS Headquarters in Jalingo, brought together key government officials, heads of MDAs and other stakeholders to assess revenue performance for the first and second quarters of 2026.
The initiative effectively introduces a periodic revenue scorecard for MDAs, providing a platform to assess collections, identify performance gaps, examine challenges and develop practical measures for improving the state’s revenue base.
It is also expected to strengthen monitoring and accountability among revenue-generating agencies as the Taraba State Government seeks to improve its fiscal capacity and reduce dependence on federal allocations.
Speaking at the event, Executive Chairman of TIRS, Brigadier General Jeremiah Aliyu Faransa (Rtd), stressed that collaboration, transparency and sustained performance by MDAs were critical to achieving the state’s revenue objectives.
Faransa said stronger cooperation among government institutions would help improve revenue administration and ensure that resources available to the state are properly harnessed for development.
The Commissioner for Finance, Budget and Economic Planning, Dr. Sarah Enoch Adi, represented by the Permanent Secretary, Mr. Douglas Kasaba, delivered the keynote address and declared the review open.
Adi commended TIRS for initiating the quarterly exercise, describing it as an important mechanism for strengthening fiscal responsibility and accountability across government institutions.
She stressed that every MDA has a role to play in expanding Taraba’s revenue base, noting that every naira responsibly generated increases government’s capacity to provide infrastructure and essential services to citizens.
During the exercise, participating MDAs presented their revenue performance for the first and second quarters of 2026, with their heads explaining collection figures and some of the operational challenges affecting performance.
The discussions also focused on improving revenue reporting, monitoring and collection processes across government institutions.
A major outcome of the meeting was a renewed commitment to stronger performance monitoring, improved revenue administration, increased digitalisation and greater collaboration among MDAs and TIRS.
The Revenue Service also reaffirmed its determination to tackle revenue leakages through modern collection systems, digital payment platforms and improved data management.
With the quarterly scorecard, revenue-generating MDAs are expected to face more regular scrutiny of their performance, allowing government to identify underperforming areas and take corrective measures.
TIRS said the initiative represents a shift towards regular performance assessment, data-driven decision-making and collective responsibility in the state’s revenue administration.
The broader objective is to establish a stronger link between improved revenue mobilisation and the government’s ability to finance infrastructure and deliver essential public services.
The Service expressed optimism that sustained collaboration between TIRS and MDAs would strengthen Taraba’s internally generated revenue and contribute to building a more sustainable and financially resilient state.
